Automatic task to fetch new files from ftp and insert them into database (C# and PHP) -

i making website , need task (preferably written in c#) run every hour , new/latest files added in ftp hosting , take names , insert them mysql database php read , display them on website.

i not want code or how it's done. have experience in programming languages not lot of experience in web services (which think is). want guide lines , know start , need.
