i understand @ present few android devices have chipsets support ble peripheral mode. application want device act beacon don't care power consumption. possible use regular bt broadcast advertisement data, nearby phones running ble in central mode "hear" advertisement?
this shouldnt work because bluetooth low energy works different compared "old" br/edr mode. there changes in physical layer ble uses different channel map , protocols.
if had access bluetooth 2.1 controller on very, low level (i.e. firmware), alot of work might succeed in sneaking out advertisement on right frequency though. thats speculation though.
